For it to spread across the channel whoever is on the other side needs positive relations with England, and thats, as usual, not the case.It should pop up in Iberia soon enough unless someone's doing something very weird down there (aka not colonizing with either castile or portugal). If not you can always force spawn it for yourself by developing a province.

Do it as early as you can, that way you can save some money by embracing it somwhat late, when your monarch points are running a bit high (though you shouldn't be starved for Ducats as Ming, even running +3+3+2 advisors, or even all +3).A new heir should be tried for, take the 50 prestige hit to get somebody useful. If you do, make your ruler a general and pray for his death (even before the heir comes of age, with a half-decent consort).Jianzhou is a good early target, you want to go north anyway and the Manchu Culture is an accepted culture for you. But you don't even need to go to war with them to get to the North.

What decides where Colonialism will spawn? If I am colonizing NA (and Spain/Portugal are doing similiar things in SA), how is the decision made. Most developed Coastal Center of Trade? (So should I develop Beijing?) Most colonies? (So grabbing Expansion second and having 3 colonists in the late 15th century.) Is it random and I can lose out to Portugal/Spain even with best play?. I've done some experimenting as Ryukyu, and I've found that colonialism will only spawn if you have a colony in a colonial region.
When I colonized just Philippines, I couldn't get it to spawn in 100 times, but when I colony jumped to Australia, I got it to spawn every time I attempted. I did this just by saving on december 31 then reloading a bunch of times. So, you need to have a colony in a colonial region, have discovered the new world (Australia does not count), and have 'quest for the new world' unlocked.
